Nope. The whole point of permitted development is that permission is not required because in principle the use is acceptable. The only requirement is "a written description of the proposed development, the materials to be used and a plan indicating the site". TCP (GPD)(England) Order 2015 Schedule 2 Part 6 E. The Council can contest the use only the way it can contest any other use of permitted development rights i.e. if it does not comply with the rights. But that is an enforcement issue, not a permission issue.

You don't need to prove you need it. Only if challenged. Of course the Council could take an application for determination as a tip-off of the proposed use, but it can't use that as a reason to withhold approval of the design aspects, that would be ultra vires. It can only force you to stop, but it can't stop you starting.

Having been through the agricultural, agricultural to industrial and domestic planning systems.

 

Even under agriculture they require a pretty in-depth amount of detail, including agricultural justification reports by outside people and even environmental.

 

I'm not saying forestry isn't easier, they'll make an example for that I can guarantee.

As far as I read it, and I am not looking to put any building / containers on land, but the buildings had to be for managing the land it is on - so what you need to look after the woods.

 

The was something about a fixed and a moveable structure - if you can move it then it is moveable (even if it is a 6" move) - foundations I think have to be like flag stones or similar. Dug foundations turns it into a permanent structure (not 100% on this one... the bloke who told me this has recently been evicted despite his moveable 'shed'). Container on flag stones OK, container on 2' deep concrete foundations not OK.

 

 

But I think in essence I have to ask, what do you need 6 containers for to manage a 10 acre wood? Double stacked with an office on top isn't for managing a wood. I'll assume 40' and not 20' containers? 1 off as a tool store - small tractor, hand tools, PPE and so on, 1 as a workshop and parts store (fencing and so on), and you might get away with 1 for toilet and so on... but probably the view would be 80' of containers so far toilet and facilities can go in one of them. What are the plans for the other 3 or 4?

 

Might be better looking at planning permission rather than skirting round the rules only to be told in a couple of years when you are set up that you've to clear the site and shut down whatever business you have going when the accommodation is removed.
