Does anyone still use CB radios?  That sounds like what you want (unless you are after location services as well but you can get that from the phone GPS already).  Decent range and always used to have an emergency channel to use.  Been MANY MANY years since I used it though so no idea if it is still well used.

E.g.

Hand-held walkie talkie type CBs, battery powered.

Myself or some relatives get my kids a pair of cheapo walkie-talkies every now and then. They wander around the house yelling "do you read me, over!" at each other until the batteries die, then they leave them outside in the rain to finish them off, and forget about them for a few months.

Lather, rinse, repeat.

Not a bot, I promise.

We used them at the museum, Motorola ones and pretty bombproof, dry them out and good to go again after they went swimming. The ones I had had a call button - a ring tone - that was good for getting attention at the other radio - if you go free to air radios then a call button is good but the range is only a couple of km

A while back, my bf and I were hiking in a thick forest, and we lost signal too. We ended up getting a couple of kenwood radios for our trips after that—just simple ones, but they worked great. We could chat without worrying about dropping the call, and the battery lasted ages. Plus, they had decent range, so we didn’t feel cut off.

There are also some cool apps out there that can help with location sharing, like Life360, which I found useful when my wife went out with friends. Just something to think about!

I've found that an airtag sewn into the lining of her handbag and another cable tied under her car lets me keep track of her movements just fine  👍
