I think oak would have a band of sapwood but be darker in the middle? Lumpiness of bark doesn't look quite right to me either.

I change my bet to willow.

Often I see sapwood turn dark and heartwood light when exposed to air and light.
Trees are weird.

Light heartwood and the bark appearance suggest willow. Look very similar to willow i cut a couple of years ago.
