Nice. Can't make out what tree it is?

It's budlea or elder.
The stone and brick doesn't look good around it, and the wall above is about 5-6' high.
Didn't want to stand on a dodgy 12" ledge leaning down with a pole saw.

Looks easy...said the blind man. 

 

Find a suitable anchor point (even if it is on the other side with a 9x3 through a window on the other side.. rope goes up over roof scaffolding board on ledge to spread the load and somthing to stop friction on the rope... across the roof.. same as on the other side (scaffold boards and some frictionsaverover the rope) drop rope to ground and SRT up..

cut tree, your choice of lowering technique or free fall. Then descend back down.. and maybe look cool for a pic or two..??

Edit.. I guess there’s no window on the other side. So I guess it a crane job or heli

I obviously don't have a clue Saul as I'm not an arborist as you know but why not scaffolding?

or if money is not there for that then couldn't it be done from the inside?  with a few acro jacks if that wall is supporting and then start removing what roots are internal until the bugger goes, will obviously fall heavy in one but you guys prob can direct fall with ropes? bricks are gonna fall what ever method unless scaffold ect Then again can it ever be repaired without scaffolding?
