How about having a magnetic-mounted motion sensor inside the bollard?. As soon as anyone touches it you can check your cctv and arrange an instant personal meeting

Air raid siren hooked upto a motion sensor is the best/cheapest/most legal set up I’m aware of. Know a couple of chaps that have it and you physically can’t stay within 100ft of it when it goes off. Actual air raid siren needed for it though.
