SP I’m afraid you’re about as good at this as you are trying to work out a day rate for milling. Unpopulated you say !! 
You know what SP post up what you want wherever you want on the forum, Be anonymous and put zero about yourself anywhere if you want. Er that's population CHANGE it says so right there in the top left corner: twenty new people in an underpopulated area is a BIG change: the same in a city is negligible; hence with a generally increasing population, areas of low population show large changes. Hence it it is different from the first map because it is not showing the same thing!

Meanwhile, the Voice of Hope in the Darkness of Oppression has been closed down: Radio Free Europe (which you may only have heard of as an R.E.M. song) broadcast hope to the eastern bloc countries throughout the years of the cold war and continued to be a thorn in the side of Putin & Lukashenko.

Well it's gone, not finally defeated by force or intrigue: all Putin had to do in the end was ask The Donald to close it down for him.
