  4. Often I think not. I think the thing that annoys me most is that the Fuel Duty (set by the budget) is applied first, which then creates the nett cost that VAT is applied to. So for those who can't reclaim VAT you end up paying for a tax of a 'tax'.
  5. Between roadworks, congestion, etc I wonder now what the actual difference would be to go slow in protest? Back in 1995 I started monitoring fuel usage for my vehicle at the time and continued ever since. At that time the cheapest fuel I paid for was at 50.9p / litre (petrol). I got rid of my last petrol engined vehicle in 2010 and the most I paid was 124.9p / litre). For the past year I have been running a diesel (which used to be cheaper than petrol) and so far I have had to pay up to 138.0p / litre! As already stated if tax is removed from fuel then it will be applied elsewhere, however I don't think any tax should double (or more) the basic selling price before tax is added. Proposals are all ready in to government to have a minimum price per unit of alcohol to curb binge drinking. Adding extra tax on top of that would see more imports, home brewing and black market sales.

  8. For clarity, when you say you are "surveying power lines", what exactly are you surveying? Following on from that what exactly were the lads doing when they blew a fuse on a LV line?
  9. I believe wind energy as its place, but not in the large farm scale. More important is where does your electricity get produced now? If it is not in your local area then some when else is having to put up with your 'dirty space' whilst you enjoy your 'clean space'. I think energy efficiency although still improve is the key to meeting the demands of a rising population back up with local supply method.
  10. Not quite true, it really depends if the 'roads' have permitted public vehicular access, e.g. to a car park. If there is unrestricted public vehicular access along the 'road' then it is treated as a highway under the Road Traffic Act.
  11. Good to see so many people versed in Jersey Law. Unfortunately I my reference books only refer to English Law.
  12. I am curious to the relevance of the last bit of your first post? Also are we talking about driving on a 'road' or 'off-road'?
  13. Worth having a look at Police Reform Act 2002 (section 59) and Road Traffic Act 1988 (section 34). A 'green lane' does not have any legal status for motor vehicles or otherwise. The only Rights of Way that have legal rights for motorised vehicles are Byways Open to All Traffic (BOATS).
  14. If a road is open to the general public without restriction then the Road Traffic Act normally applies. In other words the vehicle must be road legal to use these 'private' roads. If you are driving 'off road' without permission then that is a separate offence that you can be prosecuted for and the vehicle confiscated.

  17. I agree this page is clear. The point is though it is referring to a person applying amateur pesticides on their own land.
  18. Agreed that no Certificate of Competence is required however as per HSE would expect to see proof of adequate training. As per most things this would most likely only checked when something goes wrong. That training could be 'in house' or by an external provider but it does not have to involve any sort of test. The flowchart states "Use the following flow charts to see if you need a certificate of competence." and so therefore it is only designed to assess whether a Certificate of Competence is needed.
  19. I was intrigued by this and so decided to do a bit more digging. First part is Professional use is different from Amateur use and so as a Code of Practice (section 2) From my understanding of the above and the previous references although you wouldn't need PA1 or PA6 for amateur products you would have had to have adequate training. Now that would be down to each business to show how their staff members, etc have been adequately trained to use the substance. None of this however removes the recording requirements under COSHH.
  20. I believe in equality for all. The only big mistake I see here is mentioning a colleagues medical condition in a public forum and I for one would prefer to see that reference removed. We all make mistakes and have others rib us for it both publicly and in private. All I would say is don't post anything that can identify the individual concerned, what ever the goof.
  21. Not just pallets.... I use mine to split logs down to kindling as well. My newer one c1980's will split logs but not as efficient as a splitting axe and I have used it to fell small trees as well as snedding and hedgelaying. The old one c1850's is now slightly redesigned due to age. Had to take off some of the curve of the point due to the metal going too thin and for a similar reason it as now as a one handed haft on it rather than the original double due to the socket being well worn. This billhook is the one I was taught how to use as a child by my Great Aunt and it was her Grandfather who had it forged (or may have actually forged it, never did quite get to the bottom of it before she died).
  22. What concerns me most regarding this type of video is the person is more interested in recording a possible accident rather than helping or even warning the person concerned of the treacherous conditions. That especially applies to the last video.

  25. I am curious when referring to a 'ton' (1016.05 kg / 2240 lb) are you actually meaning a 'metric ton' / 'tonne' (1000 kg / 2205 lb)? If the former, no problem however is the later you are short changing your customers on 16.05 kg of firewood as well as falling foul of the ASA At least if supplying weight at the point of sale 100 kg of wood is 100 kg, however the quantity / volume could very greatly which the customer may not be too happy about.
