Is the EA really strapped for cash, can anyone confirm figures quoted below?

Inside the Environment Agency initially started by Henry to expose the internal waste, abuse, mismanagement within the EA. It now has the support of a number of ex- and serving Environment Agency staff from the Environmental and Flood Management functions. Being a public funded organisations with important statutory duties, these experiences can not be ignored, hence the creation of this blog.

Can't see that a fair comparison can be made without comparing the responsibilities of the other countries environment agencies.
