Looked like a Buckingham porta wrap floating bollard type thingy.

Base tying the pull line means you don't have to isolate a limb.

Thanks, any idea what the functionality of the portawrap was though. An adjustable anchor point for the winch?

By not isolating a limb, there is less chance of said limb failing under tension, i gather? (sorry - not in the industry and thus need layman terms as I'm curious).

Not particularly, but imagine if you wanted the pull line tied round a limb high up, you would have to throw a line up, isolate a limb, pull your rope up and back down, running bowline around itself, and pull the bowline back up so it cinched tight around the desired limb. A base tie means you can just fire your line through the crown without isolating a limb, and just pull your rope through the crown, down and tie at the bottom. A picture would be more helpful.

Also, throwing the line over and tying it off meand you get the maximum amount of leverage on the stem.

Depending on the length of the rope, I can imagine you'd loose some pull taking the elasticity out of the rope.

This is a great idea that I had never thought of though, saves getting the ladder out if its a simple throw!
