The leafs a bit ceonothus like but don't think so,

Looking at the pics again now privet comes to mind as they've caught me out before but not sure.

 

It does look like Phillyrea latifolia, evergreen privet

Not arbutus unedo or Quercus ilex but this phillyrea looks good, I made the school boy error of not noticing if the leaves were opposite though.

I got called out to a leaning one today, synchronisity or what? It's the only one I am aware of in Surrey outside of gardens.

This ones in esher, so that's at least two in Surrey.
