Felling a dead tpo'ed tree??

We had a small (12" DBH) diseased Elm beside a main road and the council said due to TPO could not take down until the bark fell off in case of bats. At this stage the tree was dangerous so sawn down within 60 seconds at dawn on a Sunday. 8 different people involved with one dead tree! Not been told to replant but will look at something interesting for the future people to view.
