One that tips enough for the chip to actually fall out.

 

A few years ago a photocopier fell over in the back of my transit, spilled Silicone Oil on the plywood floor. Ever since then everything slides around on the floor like an egg in a new non-stick pan. This might do the trick for your tipper.

I was thinking about your problem with that. Can you get a set of ramps, back up to your tip site drive the front wheels up onto the ramps then tip, might just give you that little bit of extra angle that you need?
