See my commentary for explanation. It's an open secret in Ukraine apparently, his whole inner circle of ex-entertainment people are cokeheads. See, the meme conflates Z with Scarface, getting high in his office while the feds close in, his final hours, in other words (here I am, explaining the joke, jeez)....
