I know this is an old thread, but you must already be using tachos for towing the trailers about the country?

 

You might just get 1.5t legally in the back of some of the front wheel drive panel vans, fiat/peugeot/renault etc.

 

Also, not enclosed, a small lightweight alloy recovery body might take 1.5t
