Afaik, all are  not covered by a top , it’s just you have to let them know what you intend to do. And if they don’t reply in 6wks or whatever the time frame is, you can crack on and do the work..

Egger, get a copy of the original CA scoping document - it will specify the reasons WHY the area was designated. 
 

Once you know what characteristics the CA was initiated to preserve, then you will be able to determine if installing a porch is contrary to them. 
 

This may seem an obvious thing to do but I have found in several CAs where s211 is required for tree work, objections can be batted off by highlighting that trees are not even a feature of the justification for the CA. 
 

point being - if your CA is, for example, to conserve a certain characteristic and your porch doesn’t not denude that characteristic, then it is much to know this in advance.

Old folks brought a listed spot in the sticks near Chard. Windows were rotten so he went off to discuss this with DCC. Listed people said he had to replace with a certain type of flush fitting windows with secondary glazing. Building regs said, bullshine! Has to be double glazing! He got fed up of the internecine squabbles and got it de-listed! Still in a CA so did have to get retrospective planning for the car port he had put up on the site of a garage though.....

Cheers Kev, I'll give it a look tomorrow. Made the fatal mistake of finishing work early then going to the pub at lunchtime so it makes little sense at the moment.
