There is no "shelf life" for diesel, within reason, mine has been in the tank for years and the digger doesn't complain.

I personally prefer a steel tank but a fuel tank of any sort is best kept in a shed out of the sun and away from prying eyes.

I have one of these for years, bomb proof.

Kaddi bunded 100 litre diesel portable bowser. This is a bunded 100 litre (approx.). Kaddi bowser. It is in good condition with a hand pump and a dispensing gun. We have a choice of different towed and static fuel bowsers available.

There are not many farms around here where the tank isn't on a stand. Never heard of any companies refusing to fill because of needing a ladder. That includes three farms of my own with tanks. A bit like people saying they won't fill single skin tanks when in reality they will fill an ibc if you ask.
