The second lock down looks like a Water Board lock . If it is give them a call .

One of them will be his lock! xD

 

A couple spanners might break one of the padlocks, assuming you can't do anything at the hinge side

Those locks could be made of cheese, but that wouldn’t help him get out!!

I had a gate just like that ( in fact I thought it was an old photo of mine until I saw it was in Scotland ! )  It was leading down to my log pile . There was my lock that I shared with the farm that owned the track , the water Board lock who had a pumping station/bore hole halfway down , the telephone mast people and one other who I can't remember . Then they made it part of the South Downs National Parke , took the gate away and now the whole world and his brother just drive down and take my logs .
