What are advice are you asking for?

As said previously, looks gubbed, probably take a couple of hours (or less) to take it down, chip it and clean up. Plus extra for stump removal.

Is that what you were asking?

Fell it. The stump in the background tells the story alone. Border hedge the line in reverse if hedging suits you, drill the stumps, Eco plug it, & walk away. No being a dick, but that spar was executed by an idiot. Clean the line.
