Phenology has no place in this decision cycle (it's just a convenient coincidence.)

This'll be Resource Accounting and Budgeting (RAB.)

Getting close to end FY with too much money left in budget = make rash decisions to exhaust in-year finances so as to avoid potential cut to budget next year...

Classic!

Not to mention phenologically the timing isn’t great anyway. The would response of deciduous trees in the winter is zero.  That said, tree surgeons work all year, usually without issue.

Council depts are skint so I doubt they have a problem spending the money they have for trees. This will be because someone has moaned for long enough rather than priority based on risk, which is just as bad. Not all councils operate in this way but I’d say more do than not.

Found the culprit.  My husband mentioned the trees to our neighbour and she said she'd been emailing the council over and over again asking them to cut the trees back because she is annoyed by the seeds and leaves falling onto her lawn.

I guess some people like looking at a barren car park from their window and not hearing the sounds of birds in the morning.  Takes all sorts!

not only has she been emailing the council, but also a councillor and our MP ?

They’ll be fine, leaving them to continue was not an option.

She was not a “culprit” she was absolutely right.

Work was a little shoddy, but come spring it’ll be green and lush.

The birds will be back.

Ironically as a result of this, in 2-3 years time she will probably have even more leaves to deal with ?
