Found it on page 3. 

It does not say what he was done for.

I am betting it was no BE licence, not exceeding his GTW.

Or the offence was over roughly 10 years ago as understanding then was different.

If I correctly recall, it is ALL "plated" weights. except for the anomaly of towing a trailer plated at a higher weight than is legal for your licence or the towing vehicles legal limit,

BUT, not an issue so long as the ACTUAL laden weight of the trailer falls under the legal limits for both the drivers licence and the towing vehicle.

As I said a glaring anomaly.

Out of date as in its from VOSA who have not existed for about 4 years & that the info when this was made was almost a secret as so few people knew about it. It is now publicly known & on the Gov website advice pages.
