I think that is a website from some people pretending to be official but actually trying to make money from you.
This is from the official site, where it does mention gardener but specifically under building, construction and demolition waste. I still reckon you are lower tier for tree work.
 
 What is building, construction and demolition waste?
This waste typically includes soil, concrete, bricks, glass, wood, plasterboard, asbestos, metal and plastic.
It can be produced as part of a large construction project or a smaller business activity, like a general builder replacing a bathroom, or a gardener replacing fence panels and paving slabs.
Yeah I know it's not from the gov website I was just looking for information on it. Thanks.

Unless you have thatnin writing from them, i wouldnt trust it. For the sake of 140 for three years, its better to get a licence. Even hedgecuttings are classed as waste from their point of view

Unprocessed 'green' waste - ie arboricultural arisings, hedge trimmings straight from the tree etc would require a Lower Tier registration if removed from a site on a commercial basis.

 

Any processed (painted, tanalised, treated) timber eg fence posts or window frames would require Higher Tier registration.  It's a bit of a joke really - plumbers, chippies, sparks, window fitters, brickies etc (if removing arisings from a job) should be registered.

But if youve quoted for a fence replacement, been paid to instal new and remove old, by the regs, removing the old requires higher tier registration.  Same for many trades that remove after fitting new. 

 

Policing it, getting caught outside of compliance is a whole different story but say you got pulled at a multi agency check point, you could have plod, VOSA, HMCE and EA looking at yr vehicle, roadworthiness, weight, diesel, and cargo. 

 

Thats a world of hassle and they seem to have ‘purges’ targeting trade vehicles every once in a while. Soon gets the message on the streets.
