Alot of horticulture growers would use chip and they are all over the country, so you could try targeting that network.

 

However, we've stopped promoting and accepting chip ourselves due to the risk of importing Himalayan Balsam, Japanese Knotweed, etc.... not sure how you could get over that? Maybe if the chip is hot composted then it wouldnt be an issue but most people probably apply it straight to beds for mulch or in between beds for paths.

I expect it is going to end up being populated mostly with properly registered waste transfer stations

Makes me wonder how they deal with contaminated waste.... could be contaminated with alsorts, not just weed seeds.

Most common contamination is chainsaws, rakes, drinks bottles and crisp packets I'm told.  I do have a very nice 8x4 sheet of ply courtesy of someone who forgot to check before tipping.
