I have cut a large one down to ground level before with a chainsaw.

Yes the chain will go blunt so use an old chain and make sure you clean it out afterwards but it'll do it. I dug the rest of it out with a spade, not as hard as it looks!

Flatyre...if using a hedge cutter slice in like cutting a cake then cut outwards .
