Working around TPO trees already damaged

Hi, been asked to quote some tree works for a residential customer. Taking down 2 conifers ( easy bit) but then 1 lower limb of a willow "because it might fall off" was the reason!!! 1 complete stem off a twin stem birch "because it looks odd". Now both trees are TPO'd as well as a Mountain Ash, so said I'm not wasting anyone's time applying as it will be a NO. Thing is Mountain Ash has been butchered to near death, and Willow has been hacked at. Now do I just go ahead and do the conifers, as that's all I've quoted to do, or contact LA first at risk of losing the work if they go banging on door?

Let the home owner do the TPO application, and do the conifers first whilst waiting the 8 weeks for permission.

Was thinking more along the lines of covering myself. If tree officer goes round and asks who's damaged other trees, will customer just point blame in my direction

Photograph it absolutely, but also maybe speak to the TO beforehand (don't really understand why you might lose the work.)

 

Historic damage is easily distinguishable from current work so there shouldn't be a problem.

 

Proceed with caution would be my advice.

As said take pics . See if you can get TO out just to inspect damage before you even pull a starter cord .

I'm 99% sure it's the customer who's done the hacking, after another call from them today. Seemed quite panickey after I mentioned TO, said they would have to call me back regarding the work on the Conifers despite accepting the quote 5 mins earlier.
