Ash turning white

A friend doing a reptile survey on a development site sent me this photo of foliage turning white on an ash and wondered if I knew what's caused it, lm unable to go have a look having just had hernia op, he said owner and developers want rid but lpa have said retain so is wondering if something been poured on roots?
