Yes. I think he knows it was a good move for the economy (long term), but can't work out a way to sell it to the electorate 'en masse'.

She's called a press conference for 2pm today so it doesn't look good for him. Not looking great for Truss either as it's being reported the Tory MP's are rumbling about giving Penny a go instead.
