Have you noticed if there is a small drip below the brake pedal? Not the easiest thing to notice if your landy is as dirty as mine. I had the same problem with mine and it turned out to be the master cylinder leaking. Its only a small leak so hard to notice, just clean the floor below the pedal and check it after a day or two's use. Its a very common problem. Not hard to fix and parts are cheap, just fiddly to do.

When the engines running the servo gives more power to the brakes . If the pads are seized they flex more in the caliper giving a softer pedal .

 

Servos don't give brakes more power they just make the pedal easier to press. If it's still a good pedal with the engine off after two or three presses to exhaust the servo it sounds like it could be a servo fault. Check for split pipes.

I recall the brake pedal in the 1998 TDI Galaxy (with ABS) would slowly go right to the floor, with reasonable pressure, if the engine was running, from new too.

That puzzled me, but she always passed MOT's, despite the brakes never being that effective.

Pop round yer local garage and ask what a servo does , also known as a brake booster to boost pressure .
