Urgent help needed on windblown tree thats stuck

Question

Hi again, I have had a 15-20m ash blow over into another tree and its stuck there and we have no idea who owns the land but there is a public footpath and road/track under it and I have been trying to call the council all day and left a message but nobody has called back. Is there anything else I can do as I dont own the track and I dont know if I have any right to cordon off to stop people walking under a tree that could come down at any time. I do not have the funds to sort out this tree and I think it will miss our house but I am concerned about a risk to the public.

 

Any ideas? Its Leeds Council btw.

Well the council turned up last friday with all the toys, tractor, crane truck full of workers and shortly after they got here a old chap came up and started kicking off and claimed ownership of the land and told them where to go when they said it was going to cost 2k to get the trees down so they have been given till this fri to sort it themselfs or they are coming back and doing it and billing them! and so far I have not seen anyone even come and look so they might be hoping the tree just goes away and not have to pay to have it taken down.
