Kinda, its for the eBay shops, when out of stock they will inflate the price so people dont buy it BUT keep the same URL... so when back in stock the price goes to normal and they still feature high in google search.

 

If they cancel / stop selling that item whilst out of stock, then they relist, it will gain a new eBay item number and new URL.
