Why would anyone want more restrictive licensing in place? And what will it change?:confused1: We already have best practice, why not simply apply best practice in your day to day work:001_rolleyes: I write this as a hypocrite and here lies the problem!!!

Self regulation is the key to not having enforced legislation.

This means that ALL sellers of top handles would only sell to qualified users after seeing their card and copying it to attach to their records.

This would also mean that all buyers would respect the request from the dealer for the proof of qualification.

It would also mean that ALL users use the saw only as it is intended to be used.

Unfortuneately there a rogue dealers and rogue users, who 'bend the rules' so I am afraid that the minority may spoil it all for everyone in time.

The second hand market drives a coach and horses through that. You can have your pick on ebay.

I quite fancy one of those cheap Mitox Top handles for next to the chipper for nipping off odd bits that won't run through properly. I know this is prob so very wrong as 1) I do not climb 2) I dont have a CS39.

why not just get an ms170 or similar for the chipper. Other makes also exist. Having used a top handle on the floor once or twice I find rear handle saw just as easy and it meets hse requirements

There is a flip side!

Too obvious to ever be adopted though.

Do nothing (or even better, encourage inappropriate / untrained operators to use top handled saws. )

Within a reasonable time all the rogues, idiots, cultural groups, thieves, unqualified and inexperienced will cull themselves out of business through traumatic amputation thus leaving the playing field open.

Beautifully Darwinian!
