So who states that they have to be done ? The Hse ?

 

Kind of, in that they are the ones that would bring a prosecution but the teeth are in primary UK legislation

 

You are supposed to have a 6 or 12 monthly inspection (depending on application), weekly inspections and pre use inspections

Pro forma check sheets are all fine and well and I'll hold my hands up for being guilty of this and just rattling through the form without actually checking some things either because hardly ever use them or because I did a quick pre use check that morning. But I do tend to check stuff before during and after use.

my climbers have to do weekly checks- £20 fine if they don't

It's expected and I'm not going to take the risk of insurance saying no.

Personally, I would welcome a firm expecting me to check kit. It's my life.

Monday morning first thing usually. PUWER and LOLER.

The clue is in the name of these two requirements. Anything that has Regulation at the end of it means you have to do as part of legislation. Both PUWER and LOLER are Regulations.
