Should be, take the beading out around the edge of the panel (usually needs something thin and strong) like a really good narrow scraper, then the panel should come out.

is it a new ish door?

well, if not the rubbers on the inside come out, which loses the tension on the outside beads,

if it is newer, the inside beads come out, by putting something thin (putty knife / filling knife)

pm if you want to know more

or send a pic and i will try and tell you

If beading doesn't just pop out by using a chisel or the like, sometimes rubber seal between beads and panel will pull out making it easier to get beads out, alternatively could you cut hole for cat flap with panel in situ?
