One of our local councils uses a consultant as a TO who runs his owns tree gang too,

 

Seems like a great way to quash local firms who put in tca/tpo applications and push your own.

 

Hmm that sounds far too convenient doesn't it!!!

The problem is Tony, that as you know, councils have not only to be transparent in their actions, they have to be seen to be transparent. The consultant/ acting TO may be perfectly objective in his decisions with applications, but how does he prove that he has been.

 

I used to work for an ex-TO, who had ran his own tree company whilst being employed as a council officer. He was not allowed to run his business or do work within the borough, in case there could be any claim of advantage etc.

 

It's a difficult position to be in, to be seen to be objective and unbiased. I tried to give a bottle of scotch to a planning officer one christmas, as a thankyou for the help and assistance he'd given me over the year. Nothing underhand, but a gesture to someone who went out of his way to be helpful. He refused it, because he wasn't allowed gifts. On the other hand I also have personal knowledge of a few authorities where staff have outright solicited cash payment for winning tenders.

 

I've been around the industry for many many years, over a lot of the country and won't name names or places, but there are bad un's, it's a fact of life unfortunately.
