Today we tried to check for any tpo at a address under CBC, the council now say they won't deal with any requests over the phone even just to find if there Is any tpo. It has to be put in writing:( , the other councils in our area are allways helpful & never do this .. Is this usual ?

Ask for that in writing, if you can prove you tried to check and they would not give you the information I can't see how any prosecution against you could be successful.

not very helpful at all.... it seems that even though you were trying to do the right thing, the council want to wrap it up in red tape and slow proceedings down. Annoying as it adds so much time onto the turnaround of jobs.

I checked one a couple of weeks ago and they were fine with me. They are a bit slow at processing them. We have a couple of trees which have serious issues from a safety point of view and they are adamant we wait till the application is processed and even then they may refuse the works.

If I remember correctly, they are obliged to give you an answer within 48 hours of your enquiry, that may be the grey area though, the point at which they start looking, never known a council do that before, id play hardball, and call their bluff, tel them the trees under iminent danger, and you need to know. Thats not good in my opinion, wrong for them to be so awkward!!!!

It's annoying because we allways check trees and get on well with the other council officers , the householder is very worried about this tree as the grid people hacked one side off it years ago and the rest is leaning badly towards her property, and showing signs of root plate movement !! But will have to look myself in morning .. As for CBC they say they no longer have a tree officer & arnt going to replace him !! & have told reception not to put anyone through to planning dept !!!

Probably to do with cutbacks - I expect they've had to take away tree officer funding so they can pay the new head of services for the multi-cultural LGBT population of Chorley.
