That's why most large equipment including tractors have those water separator taps on the fuel filters.

 

Looking at the bowl it also has a sensor to also remind you when it's too much water and the rubber tube to drain off the water without changing the whole thing.

Used to get it in the pre filter on our 6liter Ford Gargo .  Eventually had to drop the tank and clean the whole thing out .

Ive seen that before, a guy I used to work for emptied out an old diesel tank, it was like a thick black mould with sludgy water. It all went back into the ground as mother nature intended.
