Simple answer you can't, on top of say security fencing isn't a problem tho.

Have an island on a river that can be (not legally) accessed from public land opposite. Occasionally, the local yute wade across to the island and causing minor damage to property, and outbuildings. When I bought the property, the island itself was surrounded in barbwire and there is still some of that around. If I can't use barbwire, do I have to get rid of the legacy stuff?

Put up barbed wire. I would.

If they are trespassing on private property it will be their problem

Barb wire is standard above most sheep netting  but still pretty easy to climb over unless its combined with some kind of tall security fencing?

Gonna look like Alcatraz  island surrounded by barbed wire & would cost alot? 🤔

It's usually enough to deter peasants with 3 or 4 rows of stock fencing barb in my experience.

If they want in that badly they will get in.

Easiest thing is stock fence and hide in the bushes for a while with the .22 . They will soon stop coming....
