House boats with wood burners targeted.

Four points. Firstly house boats are not being 'targeted', they are being added to the controls that exist for buildings. Secondly they are only controlled when moored in a Smoke Control Area. Thirdly, it doesn't threaten 'British' boat dwellers, it only applies to England. Fourthly, it is only an offence to emit smoke or to burn a fuel type that is not of an 'approved' type.

Not quite as dramatic as the headlines.

It's also been known about within the boating community for decades.

 

From memory, it's also illegal to sell non smokeless fuels such as coal in a smoke control area.

 

Plus it's not called itinerant, it's continuous cruising.

Local councils are supposed to oversee it, the same councils that fail to even fine anyone for dog mess, littering and even fly tipping! 

 

Unless they're planning to farm it out with financial incentives, might be one way to get actual results.

 

Granted I think half the article is a recycled wood burners are bad bs.

You’d be surprised. When I worked as TO the public used to report all sorts of stuff to me.  Not just TPO stuff.

Council’s do enforce fly tipping.  Problem is, fly tipping is a criminal offence so the odds are staked massively in favour of the defendant.  They pretty much need to find smoothing with personal details in the rubbish.

Some sad people about by the sounds of it. I bought a place next to the canal because I enjoy seeing the boats. I for one wouldn’t be reporting someone for keeping warm.
