Looks like pump off and send for checking over.

You have not been using cheap diesel or running kerosene mixed in with it as that accelerates pump wear?

Stuck rack maybe, this may help not the same engine but may shed some more light on it. Had tractor that wouldn't start when someone had pulled stop button out and left it stood few months, once i got it free i thought it then got stuck wide open.

I've determined that the rack is stuck in my pump (no fuel getting to injectors), is there a link to procedure for pump removal? I have removed fuel lines, intake manifold and cut...

Well im told it seamed a bit underpowered. turned it on went to turn it off and the revs stayed at full power which makes no sense.  turned it off and it kept running.  then it stopped. now no fuel from injectors.  I recon the fuel stop solonoid might not be right.  ive no idea though why the revs stayed high when the throttle was reduced unless a diesel keeps running when starved with fuel.

You got to start some where and it sounds a bit like whats going on with my tractor, your engin is a V1050 so it will be same set up as my tractor and i now have to turn it off manualy now at the pump as solenoid works one way but not the other and i am sure i will end upwith same problem as you in time,,

Well after watching some YouTube clips it looks like it maybe a spring might have come loose or broken. Going to have a look tomorrow.  The pump seams quite simple in design.  Not really ever looked at it before.

Update. 
apparantly if any of the vale blocks get blocked in the pump this will cause the machine to overrun and not physically to be shut off.   What happed to this machine was the screws came loose behind throttle/shut off bar causing it to not turn all the valves like a valve being blocked. 
tightened screws and all fixed shuts off and runs perfect. Cost of repair. Nothing.
