Looks like Ash Dieback to me. It’ll never recover and form a good tree, cut it off at ground level this winter. It’ll shoot new growth in spring which will then probably suffer dieback again so if it was me I’d poison stump with eco plugs and plant something else to replace it asap.

It could well be ash dieback with ash canker as well. Its not going to do a lot apart from probably die overtime and then fall over or fall apart. Depends on whether you want deadwood in your woodland.

Have to decide first what you mean by proper management.

 

If it's timber trees then yep, saw. If it's wildlife and biodiversity then no harm in leaving it imho. Lots of interesting things will grow in the cracks and crevices as it falls over and falls apart.
