The extreme example you are putting forward of a line of bamboo does not fall within the legislation and therefore cannot be the subject of a high hedge notice.

That’s confirmation of my thoughts, it’s at the bottom of clients garden the developer of the plot at the rear has been wanting it down since he bought the plot
