they need a v5 if used on public high way ,even if its short runs ,

Sure, anything on the road would need this but not to own or operate in your own yard.

Can't see many people using a forklift on the road - must be painfully slow and I would presume you have to remove or put something over the forks. A JCB 926 et al would be a handful on a public road.

Surely you want to know that a machine that weighs a few ton and can lift a ton to a fair height is in safe order?

Used tractors with loaders for 25 years and never needed inspection or worried about it. Always worked on the principle of don't go under any loads.

Now found this

"If you are self-employed and your work poses no risk to the health and safety of others, then health and safety law may not apply to you. HSE has guidance to help you understand if the law applies."

From this FAQs - Lifting - Work equipment and machinery

Hi I hope this helps you what you said about 1man band is correct if no risk to others no HSE lawes applies, when it comes to forwarding trailers with crane fitted no loler rules applied as if you read HSE pages forestry forwarders are loler exempt, I have forklift on 3 point linkage on tractor only use it myself and I under stand it that I don't need loler certificate.
