It is fairly normal round here though unfortunatly.

Because most people don't give a toss about trees really, they are just big brown and green things in the background, I say most but not all.

Would have been better hit harder IMO, then they would look well after some regrowth.

I think you have to think of context, they're a screen tree, not spécimens.

 

Tickling alders? all the growth is at the end of the branches.

 

Might as well hat-rack them, do it again in 7 years, then again, till they rot out, then fell and replace.

There is nothing wrong with that type of work imo if the trees still serve a purpose. Let's face it they are probably there for one reason only, and it's far better than no trees at all. I doubt whoever is paying for it would get them lightly trimmed every year or so.

I did this to a some limes last year, it's what the customer wanted, they've come back fine, if I'd cut back to growth points etc they would have been all over the place, I was happy with it
