So he is on 'holiday' a couple of weeks before his boss visits and you think that there is something suspicious going on?

 

Going to the Cotswolds... not far from Chequers

Going to Scotland... not far from his boss's golf course

Going to London... not far from where his boss will be having his 'business' meetings

 

Looks to me like he is here doing the ground work for his boss's visit and dragging his family along too, guessing US taxpayer funds the visit, freebie for the wife and kids. Simples.
