I think it's a good idea. Unfortunately there isn't long to get a decision overturned. I really feel for the old boy, he must be gutted. Councils are a joke some times staffed by morons.

Yew comes back pretty well though. At a NT place years ago, the hedges had got too wide so they stripped one side back to the trunks. 2-3 years on you could barely tell.
