If I'm reading you correctly, it's 16gb, 12.3gb are used and the update is 1.3gb.

Of the stated 16GB, 3.2GB is taken up with the OS and Apple's bundled apps. Leaving you with 12.8GB useable storage. So if you've used 12.3GB and the update is 1.3GB, then you'll come up 0.8GB short.

So even if you're able to free up the required 0.8GB. It still leaves you with the problem... zero storage space. You either have to choose which apps you really need and what you keep on the pad, rather than transferring to your PC, (if you have one). Or you get a pad with greater overall storage - 32GB or 64GB.

Its worse than that, the update requires 5gb free space to install. Had the same issue here, ended up deleting a few apps and rei stalling after the install
