I've found that it's a common trend to leave the main stems like that, there is loads round here!

 

looks stupid IMO

Not likely Stubby. I watched him as he was doing his final cuts. The owner asked him "how long until its back up there again". His response was " 'bout twenty years". It was such a lovely tree. Real shame.

Are they stems from an old stump? if so maybe the thinking was to reduce the weight on each stem, looks a bleeding mess though as most pollards do.
