New fangled bracing technique?

I saw this when out and about yesterday and was quite amused. You come across some well meant but thoroughly useless attempts at tree maintenance at times, dontcha? It looks like the owner is trying to keep the eucy that is growing through the cherry from self destrucing over the footway.
