Are BT responsible for maintaining their lines to be kept clear?

I was chatting to a Call out Linesman Engineer from a well known Power Distribution Company recently and he said the only way for him to contact BT was via India like everybody else, very frustrating when BT share their poles.

Our bt line ran over the top of our burner flue, un surprisingly one night it melted, I fixed it with speaker wire temporarily, when bt finally turned up and repaired it it was F O C, they said they were responsible for the line up until it went into our home, even though it was blatantly our fault

 

That was the case, however I was informed a few weeks ago when my dads line went out that the wire from the boundary line in is now your responsibility.

Its BT/openreach apparatus all the way to the box in your house

 

That's what I thought and I know it used to be the case, but they said if there was cable damage within the boundary then it would be charged for.
