Collecting would be stretching a point, the example given is for materials taken to a work site, incorporated into it and left there, what you are describing is collecting it taking it to your production facility and processing it.

 

Its as clear as mud just like anything the government legislates on. I do think the loop is open enough to be workable in as much as most of us are not employed as "drivers" which the drivers cpc is aimed at. Even though its an EU directive Germany are threatening too not comply which might blow the whole thing out of the water. Time will tell.
