It does not need to be road registered to be insured. NFU will insure it on the chassis number and then limited mileage road use applies.

 

Never heard about the hydrostatic debate before but I can tell you that my B3030 HST tractor (not grass cutting machine) is most definitly registered for road use.

power steering assist's the driver to turn the wheel , so if the power steering fails there is still somthing attatched to the wheels to move them , hydrostatic use's fluid to move the steering so no engine no fluid no steering .

Hydrostatic also uses hydraulic fluid to power and brake the wheels, so no engine power = dead stop very quickly.

 

Articulated steer dumpers on the other hand have direct driven wheels but hydraulic steer, and they can be road registered.
